CESU OVERVIEW:
Central Electricity Supply Utility of Odisha (in short “CESU”) is one of the power
distribution utility in the State of Odisha. The utility supplies electricity to all
categories of consumers (Approx. 19 Lakhs) i.e. domestic, commercial, public
institutions, public water works, Public lighting, small / medium / large industrial,
Irrigation & agricultural consumers etc. The supply of electricity to each and every
consumer in the state is one of the most challenging operations, as it involves
demand supply management and distributes quality supply to all the consumers
under CESU. CESU distribution setup has large distribution network infrastructure
which carries the electricity from the primary sub-stations to the consumer’s
premises through its workforce round the clock.
Introduction / Intention:
CESU has given its fourteen distribution divisions to distribution franchisee under
BOT [Input Based Franchisee with Incremental Revenue Share (IBF-IRS)] Model to
three distribution franchisee (in short “DF”) i.e. M/s Enzen Global Solutions Pvt. Ltd.,
Feedback Energy Distribution Company Ltd. & Riverside Utilities Pvt. Ltd./ Seaside
Utilities Pvt. Ltd. As per the distribution franchisee agreement (in short “DFA”). The
copy of DFA is available in CESU web site www.cescoorissa.com and as per the article
12.2 of distribution franchisee agreement (DFA); there is a requirement of
conducting the Third party Audit. CESU & Distribution Franchisee have mutually
decided to lift out the said audit from the date of take-over of the respective
distribution divisions by the distribution franchisee upto 31st March’2015 as per the
scope of works. One Third Party Audit Committee (in short “TPAC”) chaired by Chief
Finance Officer, CESU is constituted with the officers from CESU & Distribution
Franchisee to look after the selection of responsive firms & other associated works.
One firm can apply for all clusters but will be awarded with one cluster only
consisting of minimum three & maximum four divisions subject to choice of the firm
and discretion of TPAC. The selection of firms for Third party Audits will be based on
two part evaluation basing on the Firm’s qualifying criteria – marks/point based & the
lowest price quoted for conducting the audit of the cluster. Each division’s consumer
strength, financial transaction, date of take-over of business/period of audit is
different; hence the firms should see the same before quoting their price for the

CESU SCHEME NOWADAYS

In exercise of power u/s 22 of the Electricity Act,2003, the Commission vide its order dated 08.09.2006 has approved the Central Electricity Supply Utility of Orissa (Operation plus Management) Scheme, 2006. Under the said Scheme the Commission has also constituted a Management Board plus the said Board has conducted its first meeting on 20.09.2006, as directed by the Commission. The minutes of the said first Board Meeting was communicated to the Commission by the CESU vide its letter dated 23.09.2006.

In the said letter the Members of the Management Board furnished some suggestions plus requested the Commission to issue certain clarifications with regard to some of the provisions of the Scheme. One of the such suggestion is the vesting of the Utility in the CESU plus not with the Management Board. The Commission carefully considered the valuable suggestions furnished by the Members plus deliberated on the matter. In this regard, the Commission have also consulted plus have discussion with the Chairman plus Members of the Management Board of CESU. After due deliberation, the Commission considered plus accepted some suggestions plus has made certain modifications to some of the provisions of the Scheme. The CESU shall be an artificial juridical person as per Section 2(49) of the Electricity Act, 2003 vested with the Utility of former licensee CESCO to elevate out its licensed activity. By this order, the Commission amends the provisions with regard to vesting of the Utility with the CESU’s Management Board. The Commission has also considered to increase the number of the Board Members from eight to nine to include CMD, GRIDCO or CMD, OPTCL as an Ex-Officio Member of the Board. Sri U.P.Singh, IAS, present CMD, GRIDCO is hereby nominated to be a Member of the Board. Accordingly necessary notification may be issued in this regard. Some other modifications as deemed necessary have also been carried out in the Scheme. The Commission hereby approves the modified version of the Scheme.

The Commission also considered certain clarifications raised by the Members of the Board plus the clarification raised by the CEO(F&C) vide his letter dated 09.10.2006. All these issues can be resolved by the Board as per the provisions of the existing laws plus in consultation with legal plus tax experts.

Secretary may furnish copy of this order plus also a copy of the modified version of the Scheme to Chairman plus all Members of the Management Board, CESU, Secretary, Dept. of Energy, Govt. of Orissa, CMD, GRIDCO/MD, OPTCL for information plus necessary action.

Orissa’s Cesco renamed as CESU

The Central Electricity Supply Company (CESCO), involved in power distribution in coastal Orissa, has been renamed as Central Electricity Supply Utility (CESU) with its management control vested with an eight-member board nominated by the Orissa Electricity Regulatory Commission (OERC).

“Efforts for sale of the utility did not materialise, as also the attempt to hand over the management to central utility NTPC. Therefore, the commission has formulated plus approved a scheme for operation plus management of the CESU,” an official statement said here.

Cesco’s licence was revoked last year, after which management control was vested with the Chief Executive Officer (CEO) plus administrator, it said.

The eight-member team includes chairman, the CEO plus administrator (full-time members), three experts from power sector plus two state government representatives.

Former bureaucrat V Pattanayak had been nominated as the chairman to head CESU while former managing director of CESCO GP Shankar plus current CEO plus administrator D Biswal has been taken in the board.

Under the new arrangement, all assets, rights, liabilities, day-to-day management, administration plus general superintendence, including control of finance plus manpower of the utility, have been vested with the board, the statement said.
