CESU OVERVIEW:
Central Electricity Supply Utility of Odisha (in short “CESU”) is one of the power
distribution utility in the State of Odisha. The utility supplies electricity to all
categories of consumers (Approx. 19 Lakhs) i.e. domestic, commercial, public
institutions, public water works, Public lighting, small / medium / large industrial,
Irrigation & agricultural consumers etc. The supply of electricity to each and every
consumer in the state is one of the most challenging operations, as it involves
demand supply management and distributes quality supply to all the consumers
under CESU. CESU distribution setup has large distribution network infrastructure
which carries the electricity from the primary sub-stations to the consumer’s
premises through its workforce round the clock.
Introduction / Intention:
CESU has given its fourteen distribution divisions to distribution franchisee under
BOT [Input Based Franchisee with Incremental Revenue Share (IBF-IRS)] Model to
three distribution franchisee (in short “DF”) i.e. M/s Enzen Global Solutions Pvt. Ltd.,
Feedback Energy Distribution Company Ltd. & Riverside Utilities Pvt. Ltd./ Seaside
Utilities Pvt. Ltd. As per the distribution franchisee agreement (in short “DFA”). The
copy of DFA is available in CESU web site www.cescoorissa.com and as per the article
12.2 of distribution franchisee agreement (DFA); there is a requirement of
conducting the Third party Audit. CESU & Distribution Franchisee have mutually
decided to lift out the said audit from the date of take-over of the respective
distribution divisions by the distribution franchisee upto 31st March’2015 as per the
scope of works. One Third Party Audit Committee (in short “TPAC”) chaired by Chief
Finance Officer, CESU is constituted with the officers from CESU & Distribution
Franchisee to look after the selection of responsive firms & other associated works.
One firm can apply for all clusters but will be awarded with one cluster only
consisting of minimum three & maximum four divisions subject to choice of the firm
and discretion of TPAC. The selection of firms for Third party Audits will be based on
two part evaluation basing on the Firm’s qualifying criteria – marks/point based & the
lowest price quoted for conducting the audit of the cluster. Each division’s consumer
strength, financial transaction, date of take-over of business/period of audit is
different; hence the firms should see the same before quoting their price for the
cluster. The brief division wise details under each cluster .

CESU SCHEME NOWADAYS

In exercise of power u/s 22 of the Electricity Act,2003, the Commission vide its order dated 08.09.2006 has approved the Central Electricity Supply Utility of Orissa (Operation plus Management) Scheme, 2006. Under the said Scheme the Commission has also constituted a Management Board plus the said Board has conducted its first meeting on 20.09.2006, as directed by the Commission. The minutes of the said first Board Meeting was communicated to the Commission by the CESU vide its letter dated 23.09.2006.

In the said letter the Members of the Management Board furnished some suggestions plus requested the Commission to issue certain clarifications with regard to some of the provisions of the Scheme. One of the such suggestion is the vesting of the Utility in the CESU plus not with the Management Board. The Commission carefully considered the valuable suggestions furnished by the Members plus deliberated on the matter. In this regard, the Commission have also consulted plus have discussion with the Chairman plus Members of the Management Board of CESU. After due deliberation, the Commission considered plus accepted some suggestions plus has made certain modifications to some of the provisions of the Scheme. The CESU shall be an artificial juridical person as per Section 2(49) of the Electricity Act, 2003 vested with the Utility of former licensee CESCO to elevate out its licensed activity. By this order, the Commission amends the provisions with regard to vesting of the Utility with the CESU’s Management Board. The Commission has also considered to increase the number of the Board Members from eight to nine to include CMD, GRIDCO or CMD, OPTCL as an Ex-Officio Member of the Board. Sri U.P.Singh, IAS, present CMD, GRIDCO is hereby nominated to be a Member of the Board. Accordingly necessary notification may be issued in this regard. Some other modifications as deemed necessary have also been carried out in the Scheme. The Commission hereby approves the modified version of the Scheme.

The Commission also considered certain clarifications raised by the Members of the Board plus the clarification raised by the CEO(F&C) vide his letter dated 09.10.2006. All these issues can be resolved by the Board as per the provisions of the existing laws plus in consultation with legal plus tax experts.

Secretary may furnish copy of this order plus also a copy of the modified version of the Scheme to Chairman plus all Members of the Management Board, CESU, Secretary, Dept. of Energy, Govt. of Orissa, CMD, GRIDCO/MD, OPTCL for information plus necessary action.

Orissa’s Cesco renamed as CESU

The Central Electricity Supply Company (CESCO), involved in power distribution in coastal Orissa, has been renamed as Central Electricity Supply Utility (CESU) with its management control vested with an eight-member board nominated by the Orissa Electricity Regulatory Commission (OERC).

“Efforts for sale of the utility did not materialise, as also the attempt to hand over the management to central utility NTPC. Therefore, the commission has formulated plus approved a scheme for operation plus management of the CESU,” an official statement said here.

Cesco’s licence was revoked last year, after which management control was vested with the Chief Executive Officer (CEO) plus administrator, it said.

The eight-member team includes chairman, the CEO plus administrator (full-time members), three experts from power sector plus two state government representatives.

Former bureaucrat V Pattanayak had been nominated as the chairman to head CESU while former managing director of CESCO GP Shankar plus current CEO plus administrator D Biswal has been taken in the board.

Under the new arrangement, all assets, rights, liabilities, day-to-day management, administration plus general superintendence, including control of finance plus manpower of the utility, have been vested with the board, the statement said.

The Engineer or his authorised agent is found to despatch the bills within the 10 days of the billing period. The normal billing period is once in every two months for domestic plus commercial consumers.

Abstract
Orissa is the first state in India to have undergone reform in the power sector, with the government withdrawing its control. The model of this reform is known as the WB–Orissa model. The goal of this paper is to examine the impact of this reform on consumers of electricity, which has been measured using multiple regression models. The variables represent the parameters that consumers are most interested in, plus the regression coefficients represent the weights of the corresponding variables. The information were collected using a survey methodology. The impact of reform was found to be mixed. Some groups of consumers saw benefits, while others felt a negative impact. A focus grup study was conducted to identify the variables of interest to consumers of electricity. The model was used to estimate consumer benefit plus was validated using primary information plus structural equation modeling. The study revealed beneficial aspects of reform plus areas with no benefits.

Objectives
The objectives of this paper are to develop a type to measure consumer benefit and examine the consumer impact of power sector reform in Orissa.
Orissa has enacted power sector reform to ensure a stable and quality power supply. The availability of power has increased due to the establishment of private IPPs (independent power producers). The Orissa Electricity Regulatory Commission settles any dispute between the supplier of electricity and the consumers (National Electricity Policy, 2005).
Methodology
The research was performed in two stages. The first stage consisted of qualitative research to identify important variables. A lihat of literature was performed to understand the parameters that consumers/customers were interested in. Unfortunately, a complete list of parameters (variables) was not found; therefore, we set up a focus kelompok study to identify additional variables. ORISSA ELECTRICITY REGULATORY COMMISSION NOW

In exercise of power u/s 22 of the Electricity Act, 2003, the Orissa Electricity
Regulatory Commission has formulated ‘CENTRAL ELECTRICITY SUPPLY
UTILITY OF ORISSA (OPERATION AND MANAGEMENT) SCHEME, 2006’ for
operation and management of the Central Electricity Supply Utility of Orissa (in
short CESU). The said Scheme has been in force since 8th September, 2006 and
shall remain in force for a period of two years from the date of its commencement
as amended from time to time under Clause 9 of the said Scheme the
Commission may at any time in the public interest, amend any provisions of this
Scheme.
This amended version of the Scheme comes into effect from 01.11.2007 for
efficient functioning of CESU.

  1. (i) This Scheme may be called the Central Electricity Supply Utility of Orissa
    (Operation and Management) Scheme, 2006.
    (ii) The Scheme shall come into force with effect from 8th September,2006
    and shall remain in force for a period of two years from the date of its
    commencement. The Commission may, in public interest, extend the said
    period, to further period as deems prope

Management Board cescorissa

(i) The Commission shall, by order, constitute a Management Board for
operation plus management of the CESU. The Board shall consist of a
Chairman plus not more than eleven Members to be nominated by the
Commission out of which four shall be full time Members. One of the full
time Member shall be designated as Chief Executive Officer plus three
other full time Members shall be designated as Chief Finance Officer
(CFO) Chief Operating Officer (COO) plus Chief Commercial Officer
(CCO).The Management Board shall be headed by the Chairman to be
designated by the Commission. The Commission may appoint Advisors
for CESU for a smooth transition in the new dispensation for effective
functioning of the CESU.
(ii) The composition of the Management Board shall be as follows: –
a) Chairman (designated by the Commission).
b) Two Members from the Govt. of Orissa to be nominated by the
Commission in consultation with Govt. of Orissa. In addition,
Commission may nominate either the Chairman plus Managing

Director, GRIDCO or the Chairman Managing Director, OPTCL to act
as an Ex-Officio Member of the Board.
c) Four Members to be nominated by the Commission from amongst the
eminent persons having wide experience in Power Sector of Orissa.
d) Chief Executive Officer [in short CEO] designated by the Commission
under the Scheme.
e) [Chief Finance Officer[in short CFO]designated by the Commission
under the Scheme.
f) Chief Operating Officer [in short COO] designated by the Commission
under the Scheme.
g) Chief Commercial Officer [in short CCO] designated by the
Commission under the Scheme.
(iii) The Chairman plus Members of the Board other than the full time
Members shall hold office for a period of two years from the date of
notification of the Commission plus the said period may be extended
further by the Commission, as it thinks fit. The honorarium for nonexecutive Members/Chairman plus other terms plus conditions of their
assignments shall be such as to be decided by the Commission by order
issued under the Scheme.
(iv) The CEO,CFO, COO plus CCO should not hold any other posts/office
during their tenure in the CESU. The terms of office, emoluments and
conditions of service of CEO,CFO COO plus CCO shall be such as to be
decided by the Commission by order issued under this Scheme. The
Commission may extend their tenure for a further period, as it thinks fit.
(v) a) The quorum for the meeting of the Management Board shall
be four with at least three full time Members in attendance.
b) After due approval of the Commission, the Board shall formulate
its Rules of Business for Conduct of its Meetings plus Proceedings.
(vi) The Commission may, at any time, reconstitute the Management Board by
an order issued for the purpose by replacement or addition of Members.
(vii) The Commission may dissolve the Management Board of the CESU and
may pass appropriate orders.

(viii) No proceeding, act, resolution or decision of the Management Board shall
be questioned or invalidated merely on the ground of existence of any
vacancy or defect in constitution of the Management Board

The powers and functions of Chairman, Chief Executive Officer (CEO),Chief Finance Officer (CFO) Chief Operating Officer (COO) and ChiefCommercial Officer (CCO) in cesscorissa

(i) Chairman:
a) He shall preside over all Board Meetings.
b) He shall guide, advise plus have overall superintendence plus control
over the CEO,CFO, COO plus CCO for smooth plus efficient
functioning of the CESU.
c) He shall decide all the matters referred to him by the Board, CEO.
d) He shall discharge all other duties assigned by the Commission
under the Scheme.
ii) Chief Executive Officer(CEO)
Subject to overall supervision, control plus delegation of power by the
Management Board plus directions of the Commission –
a) He shall act as Chief Executive plus Chief Spokesman of the
CESU.
b) He shall manage the day-to-day affairs plus management of the
CESU plus shall represent the CESU before the Commission, Govt.
and other Authorities.
c) He shall raise out plus implement the orders plus directions issued –
by the Commission to the CESU.
d) He shall raise out plus implement the resolutions/decisions taken by
the Management Board.
e) In consultation with the Management Board, he shall design and
implement the organizational structure plus management of the
CESU.
(g) In the name plus on behalf of the CESU, he shall enter into contract
with all external agencies plus take loans from funding/financial
institutions in the name of CESU.

(h) On behalf of the CESU, he shall discharge all its
statutory/regulatory requirements plus obligations.
(i) He shall be in overall charge of engineering, finance, commerce,
corporate/regulatory affairs plus general management.
i) Any other function as may be assigned by the Commission or the
Management Board from time to time under the Scheme.
j) The CEO shall report to the Chairman.

iii) Chief Finance Officer(CFO)
Subject to overall supervision, control plus delegation of power by the
Management Board plus directions of the Commission-
(a) He shall head the finance, accounts, internal audit. such as
He will be in overall charge of finance plus accounts functions and
responsible for achieving the corporate financial objectives/other
regulatory requirements.
He should develop strategies for mobilizing plus managing
resources, interact with the financial institutions plus capital markets
and negotiate long plus short term loans.
He will set policies for finance plus accounts plus ensure
implementation. He will also advise on Corporate risk management
policies plus all matters affecting the financial performance of the
Utility.
(b). Any other function as may be assigned by the Commission or the
Management Board from time to time under the Scheme.
(c). The CFO shall report to the CEO.
iv). Chief Operating Officer(COO)
Subject to overall supervision, control plus delegation of power by the
Management Board plus directions of the Commission-
(a) He shall be responsible for operation plus maintenance works of the
distribution system.
(b) He shall have overall responsibility for maintenance of quality
supply of electricity in CESU area.

(c) He shall be responsible for system planning plus shall implement all
the project works of the Utility.
(d) Any other function as may be assigned by the Commission or the
Management Board from time to time under the Scheme.
(e) The COO shall report to the CEO.
(v). Chief Commercial Officer(CCO)
Subject to overall supervision, control plus delegation of power by the
Management Board plus directions of the Commission-
(a) He shall be responsible for administration of power purchase,
technical interconnection agreements, financial, technical plus legal
consequences of power purchase agreements(PPAs), tariff
revisions plus will oversee the internal/external compliance to PPAs.
(b). He shall be responsible for metering, billing, collection, energy audit
and loss reduction of the Utility plus other regulatory requirements.
(c) He shall also be in charge of IT, energy, audit plus accounting,
DSM, franchise operation plus other advanced technological inputs.
(d) Any other function as may be assigned by the Commission or the
Management Board from time to time under the Scheme.
(e). The CCO shall report to the CEO.

about Central Electricity Supply Utility Of Orissa

The Odisha Electricity Regulatory Commission (the Commission) vide its order dated 31.03.1999 passed in case No.2/99, under the provisions of the Odisha Electricity Reform Act, 1995, had issued License to Central Electricity Supply Company of Odisha Ltd. (CESCO) Registered Office: 2nd Floor, IDCO Tower, Janpath, Bhubaneswar-751022, Dist: Khurda, Odisha, to lift out the business of Distribution & Retail Supply in the daerah of supply as mentioned in the said license. Under the said license, CESCO had been carrying out the Distribution and Retail Supply as its licensed activity in its daerah of supply as stated in the said license. The Commission revoked the license of CESCO with effect from 01.04.2005 and on 18.04.2005 the Commission appointed Chief Executive Officer and Administrator (CEO & A) to discharge the licensed activity of Central Zone Electricity Distribution and Supply Utility (CZEDSU). Later, vide order dt.08.09.2006, the Commission in exercise of power u/s 22 of the Electricity Act,2003 has formulated a Scheme named “ Central Electricity Supply Utility of Odisha ( Operation and Management ) Scheme , 2006 for operation and management of the Utility. The said Scheme shall remain in force for a period of 2 years which may be extended by the Commission in public interest. Under the provisions of said Scheme, all assets, liabilities, rights, proceedings and manpower as well as the license for distribution and supply of electricity held by CESCO has been developed and vested on Central Electricity Supply Utility of Odisha (CESU) and it has been authorized to lift out the business of distribution of electricity in accordance with license conditions in respect of daerah assigned to CESCO under revoked license has to abide by the directions of the Commission issued from time to time. The period of the Scheme is further extended for a period of one year w.e.f. 08.09.2010 to 07.09.2011.As per provision of last amendment on 6th Sept, 2008 for the general / overall management of CESU, the Commission has also constituted a Management Board and one Utility Advisory Committee for development of customers services. The scheme was again amended in 2012, 2013 and extended upto 07.09.2014. Under the aforesaid Scheme, the CESU has to comply with the provisions of the Electricity Act, 2003 and other relevant statutory provisions and license conditions with regard to distribution of electricity in its daerah of supply. Chairman and CEO of CESU are the full time members of the Board.

CESCOORISSA RIGHT TO INFORMATION

The consumer has a right to know:

i.Each utility should be required to maintain a fully informed bi-lingual web site containing details of organization structure, activities, infrastructure plus facilities for the consumers. The annual financial statement of the organization plus tariff applicable as per Commission order are public documents plus may be placed on the site. List of Bill Collection Centres with addresses/contact numbers of concerned officer in-charge of complaint redressal for each Section/Sub-Division/Division, Schedule plus compensation for Minimum Standards of Performance plus important documents should be placed on the site.

ii. Entry into consumer’s premises:

Consumers have a right to be informed by written notice/notice pasted on consumer’s premises prior to the entry into their premises by the CESUfor any prescribed purpose.

Identity cards should be carried by all employees or authorized person of the Utilities during pelayanan on entry into consumer premises.

iii. Notice of outages:

The CESUshall provide not less than twenty four hours notice through publication in local print or audio visual tempat or by public address system prior to an outage exceeding thirty minutes scheduled for the purpose of testing or any other purpose connected with the efficient working of the system.

iv. Information prior to the disconnection plus procedure of reconnection:

The CESUmust follow the OERC (Licensees’ Standards of Performance) Regulations, 2004. The consumer shall be provided by written notice/notice pasted on consumer’s premises with prescribed minimum period of notice before disconnection.

Before disconnecting the service, licensee’s employee performing the disconnection must inform in writing reasons for disconnection plus take the signature of an adult residing in the premises. If the proof of full payment is produced to the satisfaction of the Licensee’s employee deputed for disconnection, he shall not disconnect it. If there is nomer adult, the employee shall deliver a note which contains information as to reason for disconnection plus how reconnection can be obtained.

The CESUis exempted from the notice requirements of the above Regulation only in cases where consumer’s installation poses a danger to the health or safety of the consumers or Licensee’s employees or the public. An intimation to the local Assistant Electrical Inspector should be given.

Proof of pelayanan of notice for disconnection should be maintained with the utility failing which penal action may be instituted.

The CESUwill restore pelayanan promptly when the cause of the disconnection has been removed by the consumers.

v. Procedure for providing new connection:

The new connections are provided following the procedures as prescribed in OERC Distribution (Conditions of Supply) Code, 2004 plus OERC (Licensees’ Standards of Performance) Regulations, 2004. For getting this pelayanan from the licensee, the potential consumers must follow the correct procedure. All intending consumers are eligible for supply of electricity within the prescribed time plus on fulfillment of other official formalities, if feasible. An application complete in all respects will be taken to have been received 7 days from date of posting by registered post with AD. The applicant does have the right to be informed in writing about the reasons for rejection, personal hearing, plus appeal plus for removal of deficiencies in application for new connection as per the Complaint Handling Procedure.

vi. Meter:

The CESUhas the responsibility to provide standard and defect fee meters unless the consumer opts to have his own meter. If the consumer opts in writing for the licensee’s mtr. plus the same is not supplied within specified time, it will be deemed to be a delay in new connection plus will be eligible for penalty as per regulation. It should be periodically inspected by the CESUand entered into the mtr. card with the signature of an adult residing in the consumer’s premises plus expeditiously replaced/repaired whenever the mtr. is found defective/or the same is intimated to the CESUby the consumer in writing. The consumer has the right to know the correctness of his meter.

Energy Pass Book plus Meter Card as approved by the Commission should be issued to all consumers with meters.

vii. Intimation for Reclassification of Consumers:

a. In case the CESUintends to reclassify any consumer in terms of the Orissa Electricity Regulatory Commission, Distribution (Conditions of Supply)Code,2004 or otherwise it has to notify the consumer accordingly plus has to specifically inform in writing, if a fresh agreement needs to be executed in consequence of such reclassification.

b. The notice shall state that CESUmay disconnect the supply of power if the consumer does not take the required steps as prescribed under Orissa Electricity Regulatory Commission Distribution (Conditions of Supply) Code, 2004.

viii. Notice Procedure:

All notice for disconnection shall be in writing. Notice for scheduled outages may be through publication in newspaper/public address system/electronic media/telephone. Service of notice to individual consumers shall be governed by Regulation 102 of the Orissa Electricity Regulatory Commission Distribution ( Conditions of Supply ) Code, 2004.

ix. Tariff:

Consumers have a right to obtain copy of Tariff schedule on payment of charges. A copy of the said schedule shall be prominently displayed in all offices of the CESU dealing with the commercial aspects.

x. Bill details:

Any consumer should have the right to access details of his profile including record of payment in ledger on deposit of fees within a specified time limit. The same procedure as adopted by RTI may be followed.
